The bustling streets of the capital city are filled with the worries of the people. An Lushan and Li Bai walk side by side, observing the hardships of life all around them.
"Brother Taibai, look at these common people, their faces show the hardships of life," An Lushan points to an old man in tattered clothes by the roadside, his eyes filled with concern.

So, An Lushan and Li Bai jointly submitted a memorial, requesting the emperor to reduce or exempt taxes in order to alleviate the suffering of the folk. Upon hearing the memorial, the emperor deeply felt the concern of the two men for the country and the people, and issued an edict to reduce some taxes.
After the news spread, the people of the capital rejoiced and praised An Lushan and Li Bai for their benevolent governance. Those who had suffered under harsh policies were especially grateful, and the names of the two men were sung in the streets and alleys.

"Why were you being besieged by them?" An Lushan helped the commoner up and asked with concern.
"My name is Zhang San, a farmer from outside the city. Because of poverty at home, I couldn't afford to pay taxes, so those officials arrested me and brought me to the capital. They said I owed money to the court and wanted to use me to pay off the debt," Zhang San lamented.
"This is outrageous!" An Lushan was furious, "I have already petitioned the emperor to reduce taxes, how could you be brought to the capital to pay off debts?"
"I don't know either," Zhang San shook his head, "They just said that I owe money to the court and want to take me to pay off the debt."
"There must be something fishy about this," Li Bai said in a deep voice, "We must thoroughly investigate this matter."
So, An Lushan and Li Bai began to investigate the matter. They discovered that those government officials were actually remnants of the evil forces. They abused their power, wantonly exploiting the common people for their own gain.
An Lushan and Li Bai were furious and immediately ordered the arrest of those officials. After a fierce battle, the officials were captured. An Lushan and Li Bai exposed their crimes to the public and punished them severely.
