For the next half month, Lin Xiao did not accompany Li Hao on research trips, focusing instead on drafting the speech for the county work conference. Following the framework from previous years, Lin Xiao submitted the speech to Luo Qianwei for revisions, only to find it completely altered afterward.
Li Hao insisted that achievements should only account for twenty percent of the speech, while problems and solutions should each make up forty percent. He emphasized that the problems must be sharp and the solutions practical. Each department was required to think deeply and consider issues from a long-term perspective—over one year, even ten years.
When the third draft was submitted to the office, Li Hao erupted in anger. The wording was still too mild; the problems were neither deep nor thorough. "Is Director Luo planning to have me write this myself? Who wrote the first draft? Bring him in!"
Luo Qianwei thought to himself that this was typical of a new official making a strong impression. He obediently replied, "Lin Xiao."
This was Lin Xiao's first time sitting in the county leader's office. Li Hao reiterated his demands to Luo Qianwei while Lin Xiao quickly took notes, occasionally responding to show he was listening.
"Can you meet the requirements I just mentioned?" Li Hao asked, looking directly at Luo Qianwei.
Lin Xiao quickly closed his notebook and stood up, looking at the county leader to express his readiness to revise the materials if necessary.
Luo Qianwei felt somewhat embarrassed but also relieved; it wasn’t that he couldn’t write, but rather that he shouldn’t. The previous director had served Ma County Head by supporting his bold initiatives and had offended many people as a result. Now he was relegated to being Secretary in Ma Gou Town, an hour away from the county seat.
Luo Qianwei didn’t aspire to much; he would be satisfied with steady promotion. Therefore, he couldn’t challenge the new county leader or offend other county leaders and had no choice but to play along.
Throughout that month, whenever Lin Xiao came by to deliver documents or directives, he barely acknowledged her presence. This was the first time Li Hao looked directly at Lin Xiao and remembered who she was. Previously in Gulou District, she had long hair and dressed like a college student; now she sported a neat short haircut and a somewhat mature professional outfit that could not conceal her striking appearance.
After leaving Lin Xiao's office, she did not rush to revise the speech but instead gathered annual key work points from various departments such as Transportation, the Disciplinary Committee, Finance, Water Resources, and Tourism. Following the county leader’s requirements, she adjusted the structure of her draft and outlined what content was needed before sending it out for them to supplement.
Lin Xiao sent materials to each bureau’s office director. Upon receiving Lin Xiao’s requests, the bureau directors reported back to their respective heads. Several bureau heads saw these demands and called Luo Qianwei to express their inability to comply—especially from the Disciplinary Committee and Transportation departments.
"Director Luo," said Ding Lei, Deputy Secretary of the Disciplinary Committee over the phone, "we emphasize evidence in our cases. How can I determine how many people we’ll catch at the beginning of the year? That’s just nonsensical! We also need to set levels; I can’t do that."
"Ding Secretary," Lin Xiao replied understandingly, "I get it. However, our new county leader wants this done. Why don’t you draft something based on those requirements? We can discuss any issues later if we can’t complete it."
Luo Qianwei felt helpless; if they couldn’t compile all the materials together without criticism from Li Hao, he would have no choice but to resign.
Just after hanging up, Wang Dongliang, head of the Transportation Bureau, called in again. "Director Luo," he said urgently, "you see that Secretary Li proposed building roads? We haven’t even accumulated enough road length over ten years! We can’t do it; we don’t have any money!"
Luo Qianwei spoke to Li Hao and handed the matter over to Director Wang. The director should not be concerned about whether it can be accomplished, but rather focus on how to make it happen, striving for funding and financing.
Luo Qianwei was quite supportive, even calming him down over the phone.
The next day, Lin Xiao gathered the materials from eight companies. She highlighted the key points, but the reports were rather dry and lacked substance. She couldn't send the materials any later; time was running out, and her workplace likely wouldn't be willing to report again.
When she sent the materials, she had already organized a framework as per Li County Chief's requirements. Comparing the new submissions from the eight companies against the chief's demands, she restructured everything. After three sleepless nights, she finally completed the draft and submitted it to Luo Qianwei for review.
