This is the most terrifying gang violence crime case in Yunnan Province since the founding of the nation.
From April 1997 to May 2000, this gang committed 25 crimes, resulting in the murder of 19 people.
In a shocking display of brutality, the bodies of 11 of these victims were dismembered and cooked, ultimately becoming food for over 30 wolfdogs and a group of pigs on a farm.
Among the cases they committed, the most impactful was the murder of Wang Junbo, the Deputy Director of the Shilin County Public Security Bureau, and female officer Wang Xiaoxiang. This incident triggered a scandal that shook the entire legal system in Yunnan, known as the Du Peiwu wrongful conviction case.
Even more astonishing was that the leader of this gang was a police officer from a railway station. Not only was he well-versed in investigative techniques used by public security agencies, but he also possessed a large arsenal of weapons and sensitive information that many powerful figures would prefer to keep hidden. How did such a ruthless criminal organization ultimately meet its downfall?

Location: Yunnan Province, Kunming.
On this day, the technical department of the Kunming Public Security Bureau was conducting routine checks on leads related to a missing person case when they unexpectedly made a significant discovery. It turned out that on April 23, 2000, a man named Wang Chunshuo had mysteriously disappeared after leaving home in his car, and the only clue was his mobile phone that he had with him at the time.
For over a month, the technical department had been tracking Wang Chunshuo's phone daily but had found nothing. To their surprise, they discovered today that his phone had been turned on.
At that moment, in a pawn shop, a man and woman were preparing to sell a mobile phone. To prove that it was functional, they powered it on and made a call.
Unbeknownst to them, the Kunming police had already pinpointed the location of the phone through technical means. Just as they were haggling with the pawn shop owner over the price, a group of police officers suddenly burst in and apprehended the pair on the spot.
After the interrogation, the man was identified as Chai Guoli, and the woman was Zhang Weihua, his lover. Chai Guoli confessed that he was involved in the disappearance of Wang Chunshuo, but he requested to see Zhang Weihua one last time to say a few words. After deliberation, the police agreed to his request.
Unexpectedly, Chai Guoli only said to Zhang Weihua, "Find someone who loves you more and cares for you better." He then revealed shocking information about a criminal gang.
According to Chai Guoli, this gang consisted of seven members, led by a Railway Police officer named Yang Tianyong, who was nicknamed "Political Commissar," and another member named Xiao Lin, known as "Commander."
Under the direct command and leadership of these two, the gang committed numerous heinous acts over just a few years, carrying out more than twenty crimes and murdering nineteen people in total. Following an investigation, the police confirmed the veracity of Chai Guoli's claims.
Due to the gang's possession of a large arsenal of weapons, the police urgently mobilized over 350 officers to secretly apprehend the remaining six members. Remarkably, within just fifty-nine hours and without encountering any resistance, all members of this criminal gang were captured.
It turned out that upon learning of Chai Guoli's arrest, Yang Tianyong realized that their end was near. He told his accomplices that if they encountered police during an arrest, they should not resist. As a police officer himself, he understood that resistance would be futile; it would be better for them to face their fate together.
As the investigation deepened, this deeply hidden major murder and robbery gang gradually came to light.
Reports indicated that this criminal organization was established back in 1994. That year, Xiao Lin, who grew up in Yunnan, scammed one million yuan in Jiamusi, Heilongjiang. After his success, he boarded a train heading back to Yunnan and deliberately inquired about his childhood classmate Yang Tianyong during the journey.
Surprisingly, upon learning that Yang Tianyong was an unyielding Railway Police officer, Xiao Lin felt no fear; instead, he approached him because he believed they were kindred spirits. Indeed, when they met, they hit it off and became close friends.
Yang Tianyong not only dismissed Xiao Lin's crime of scamming one million yuan but also conspired with him to commit larger crimes as a form of social revenge. This dark idea stemmed from Yang Tianyong's frequent tardiness and absenteeism at work.
The railway police station planned to transfer him to a detention center; however, Yang Tianyong believed it was an attempt by his superiors to target him. After two or three years of plotting, he recruited his fellow townsman Yang Mingcai while Xiao Lin brought in Chai Guoli, Zuo Shuguang, Teng Diandong, and Xiao Li.
Thus, in 1997, the criminal group led by Yang Tianyong and Xiao Lin was officially formed. To facilitate their robbery plans, Yang Tianyong aimed to acquire a batch of weapons while simultaneously toughening up their resolve for murder. Consequently, Yang Tianyong took charge of procuring firearms while Xiao Lin focused on guiding others in identifying targets for their crimes.
On April 6, 1997, they randomly killed a driver named Wu Fengdong. Since it was their first murder, Xiao Lin later took everyone to Dali to relax.
In May 1997, Xiao Lin, along with Chai Guoli and Xiao Li, stole a Jeep from a hospital in Kunming. Shortly after, they killed a police officer and took his Type 54 Pistol.
On July 10, 1997, they attempted to disguise themselves as soldiers to commit robbery, targeting Zhou Guoxiang, a security officer at the Lufeng County theater. During that era, Zhou Guoxiang carried a gun due to his position.
At that time, Yang Tianyong, Xiao Lin, and Xiao Li were dressed in military uniforms pretending to be soldiers capturing criminals. When they asked Zhou Guoxiang to get into the car to help them with directions, he had no suspicions and complied. They then brutally murdered him in a remote location and stole his handgun and ammunition.
In November 1997, Teng Diandong, Yang Mingcai, and Zuo Shuguang unexpectedly encountered three members of the Lianfang Team during an inquiry. The moment they got out of the car, they opened fire, killing two Lianfang Team members and also shooting a soldier who noticed something was wrong.
Although one severely injured Lianfang Team member managed to escape, the police had no leads on the case.
Afterward, a criminal gang began roaming around Kunming, disguising themselves as soldiers or police officers to rob and kill. A notable incident occurred on April 20, 1998, when Yang Tianyong and his group were bored and decided to take handguns and handcuffs to catch some "ladies" for money.
They spotted a couple in a van at a secluded parking lot and planned to stage an act of pretending to arrest them as police officers.
Coincidentally, the couple inside was Wang Junbo, the deputy director of the Shilin County Public Security Bureau, and Wang Xiaoxiang, a police officer from the Kunming Public Security Bureau. Faced with Yang Tianyong's inquiry, they showed no fear and instead demanded that he show identification.
When they checked Yang Tianyong's police credentials, his group forcefully rushed in, handcuffing Wang Xiaoxiang and Wang Junbo in the vehicle while stealing Wang Junbo's service weapon. To avoid exposing their identities, Yang Tianyong cruelly shot both of them with the stolen handgun and brutally smashed their faces.
However, justice eventually caught up with them; in July 2000, seven members of Yang Tianyong's criminal gang were executed by firing squad, bringing their heinous actions to an end.
