The lights in the council chamber gradually dimmed in the faint pre-dawn light, but the members of House Dracula were filled with fervent hope. The celebrations and cheers of the previous night had subsided, but the surging power and anticipation for the future still lingered in the air. Eric stood by the window, his gaze piercing through the thin curtains, staring at the gradually brightening horizon. His expression was solemn, as if contemplating something. "Dawn is upon us," he murmured, "but our struggle has only just begun." "You seem troubled, Eric," Alice's voice broke the silence as she walked up to him, gently taking his hand. "We have found the 'Rebirth of Blood,' isn't that enough to make us rejoice?"
Eric turned around, his eyes revealing a hint of concern: "'Rebirth of Blood' has indeed brought us hope, but we do not yet know what risks lie behind this hope. During last night's celebration, I noticed that some of our people's minds seemed to have undergone subtle changes."
Alice's expression also became serious: "Are you saying... they are starting to crave sunlight, and even showing interest in the human way of life?"

The doors of the council chamber were suddenly pushed open, and a young vampire walked in with a sense of urgency. "Eric, Alice, I just heard some rumors..."

In the days to come, House Dracula once again became immersed in busy research and exploration. "We must take action now." Eric gathered all the clan members in the council chamber. "We cannot stand by and watch our family head towards extinction."
The clan members discussed fervently, some supporting Eric's decision while others had reservations. But regardless, they all understood that this was a crucial moment for the future of the clan.
"I propose," Eric took a deep breath, "that we establish a dedicated institution to research and control the power of 'Rebirth of Blood.' This institution will be composed of the most outstanding members of our clan, and they will be responsible for studying how to balance the power of 'Rebirth of Blood' with the nature of vampires."
"At the same time," Alice added, "we also need to establish a series of rules and disciplines to constrain the behavior of our clan members.
