Initially, many leaders from Annan County were skeptical about "educational investment": education is the foundation of the nation; how could private capital interfere? This sentiment was shared by numerous officials from both the County Committee and the County Government, who faced significant pressure.
However, those voicing these concerns were unable to address the pressing issues of the four schools that were struggling to provide adequate resources or even food for their staff. They also could not resolve the longstanding grievances of hundreds of faculty members or tackle the practical challenges posed by Annan's population of over a million transitioning from middle school to high school.
The individuals expressing these opinions held significant influence in terms of rhetoric but lacked real power, which caused headaches for both Mao Weiguo and Li Gaoqiang. Liu Ru Yan, however, had no intention of engaging in verbal sparring with them. Instead, she presented official documents from Jiangbei Province's relevant departments: anyone with objections could discuss them with leaders from the Provincial Education Committee or Provincial Government!
This effectively silenced all dissent and alleviated the pressure on Mao Weiguo and Li Gaoqiang.
During an internal meeting in Annan County, management from Eight Middle School, Qizhong, First Vocational High School, and Second Vocational High School expressed concerns about their future and compensation. They analyzed the reasons behind their current situations and deflected blame: the county favored other schools and did not provide enough support for them... In short, they insisted that "we have no problems!"
With pressure from above resolved, dealing with these individuals became manageable. Li Gaoqiang spoke up: "There are still nearly a thousand primary schools and over a hundred middle schools in the county. Are you afraid there won't be places for you? If you claim to have skills, then show me what you can do in your new positions! If you achieve results, you'll be promoted! But if you can't perform well, then we will manage accordingly!"
Challenges are like springs; if you're weak, they become stronger. Liu Ru Yan felt confident as she saw that leaders from both major institutions in Annan were equally assured.
After calming various interests and public opinions, Annan finally welcomed Liu Ru Yan and her team. Besides Liu Ru Yan's Crown vehicle, there were two additional buses carrying not only the negotiation team but also a proposed new management team along with personnel from relevant provincial guidance and management departments—an impressive lineup.
Not only were the personnel from guidance and management departments influential figures, but even one member from the proposed management team would be a prominent figure in the provincial education sector.
At the negotiation table, Ms. Luo Qi from Liu's Education clearly stated on behalf of the company: aside from land and school buildings belonging to Eight Middle School in Annan County—which could be evaluated by a third party as part of their investment—Liu's Education required no financial contributions or any other form of investment from Annan. The Annan New South Demonstration High School would recruit outstanding faculty members from the original four schools through assessments.
The fees for Annan New South Demonstration High School would strictly adhere to existing policies regarding pricing and charges for private schools.
Representatives from Annan County had nothing further to say during negotiations. However, investors also had demands: Annan New South Demonstration High School needed relative independence in personnel matters and would not accept any "irregular" personnel arrangements from Annan unless they came through normal channels and assessments.
Mao Weiguo represented Annan's side in stating that regardless of circumstances, Annan New South Demonstration High School must ensure that its essence of "Teaching and Educating" remains unchanged; otherwise, Annan reserves the right to terminate cooperation.
This demand received full affirmation from Liu Ru Yan at the highest level of investment.
Hu Ruoyun’s role was not meant to appear at either side’s negotiation table; however, she privately conveyed much information between both parties, preventing formal confrontations and difficult stalemates.
In this context, Liu Ru Yan considered her one of her shareholders (regardless of how much equity she held) and fully trusted that Hu Ruoyun would not betray "her organization." On the other hand, representatives from Annan led by Mao Weiguo were unlikely to view Hu Ruoyun as an outsider.
