Just moments ago, he had killed someone. In less than three minutes, armed with a cleaver, he had turned the entire Family Planning Bureau into a scene of bloodshed.
The crime scene could only be described as "horrific."
"He swung that knife fiercely and brutally; one of his teeth even flew across to the corner of the office, and you could see the hair clearly," a witness recounted.
He remained remarkably calm at the scene. After committing the act, he did not struggle like other suspects; instead, he leisurely smoked a cigarette at the entrance of the Family Planning Bureau, holding the bloodied cleaver while confronting the police. He only requested to speak with the city government leaders.
What story lay hidden behind this?
Time: July 23, 2013.
Location: Guangxi Zhuang Autonomous Region, Fangchenggang City, Dongxing City.
At 8:41 AM that day, a man wielding a long knife slowly exited the Family Planning Bureau in Dongxing City, blood dripping from the blade. Meanwhile, the Dongxing City Public Security Bureau's Border Defense Police Station received a report.
Upon receiving the report, the police rushed to the crime scene. When they arrived, they saw a man holding a long knife with blood still dripping from it, yet he was calmly smoking a cigarette.
Seeing the police arrive, the man showed no signs of panic or intent to flee; he continued to smoke leisurely while occasionally waving the 60-centimeter-long cleaver. The officers dared not approach him.
When the police attempted to negotiate with him, he made no demands but simply said, "Stay back."
As the officers engaged with him, a bystander approached them to report that there were two injured people on the third floor and urged them to hurry inside. However, the man with the cleaver stood guard at the entrance and showed no intention of letting anyone in.
Realizing the severity of the situation, the police quickly called for an ambulance and reported the circumstances to their command center, requesting reinforcements.
Soon after, additional police forces arrived at the scene. Following the trail of blood that led them upstairs to the Family Planning Bureau's office on the third floor, they entered to find a female staff member lying on the ground covered in blood—she had already lost her life. Inside an adjoining room, another man had also succumbed to his injuries.
Additionally, other staff members reported that four injured individuals had been sent to the hospital for emergency treatment, with their injuries remaining unclear. However, judging by the wounds on the deceased, it was evident that the man had acted with extreme brutality. But why did he unleash such violence on these people? What grudges or conflicts existed between them?
It was learned that the deceased included the Director of the Dongxing City Population and Family Planning Bureau and an ordinary staff member, while those injured included the Population and Family Planning Bureau Director, the Inspection Team Leader, another ordinary staff member, and a lawyer who had come to handle business.
Meanwhile, the arrest team attempted to seize the opportunity to capture the man while delivering water or cigarettes. However, these methods proved ineffective. At this point, the man made a request for the city government leaders to come and speak with him.
From the injured individuals in the hospital, police learned that they did not know this man and were unaware of why he had attacked them.
In response, officers on-site retrieved complete surveillance footage from the Family Planning Bureau. The footage showed that at 8:28 AM on July 23, the man rode a motorcycle into the Family Planning Bureau.
At 8:29 AM, he arrived on the third floor of the Family Planning Bureau. After briefly surveying his surroundings in the hallway, he entered one of the offices. Finding it empty, he moved into the adjacent office.
Fifteen seconds later, one woman ran out of the office. In that brief span of fifteen seconds, two staff members were killed and two others were injured inside. Shortly after, he descended from upstairs.
A woman in a light-colored top may have sensed something was amiss in the office and approached to check. Just at that moment, the man suddenly appeared and swung his knife at her.
The woman scrambled into the office, prompting him to continue wielding his knife as he moved to the innermost office. Finding it empty as well, he returned to the previous office before leaving shortly thereafter.
Upon reaching the first floor, the knife-wielding man encountered a lawyer who had come for business and attacked him with his knife. In just three minutes, this man had killed two people and injured four others.
After committing his acts, he slowly walked out while making a phone call. However, just as he reached the entrance, police arrived on scene and confronted him.
Just as officers were preparing for further arrest plans, rain suddenly began to fall from the sky. The knife-wielding man appeared somewhat flustered by this change in weather, but it presented an optimal opportunity for the arrest team.
The police began to engage him in conversation; however, sensing something was off, he immediately swung his knife and quickly moved under an awning to seek shelter from the rain while continuing to confront law enforcement.
As the rain intensified, the arrest team decided to proceed with their plan. Thanks to meticulous police deployment and without firing a single shot or harming any innocent bystanders, they successfully subdued the man and promptly brought him back to headquarters for interrogation.
During the interrogation, the man claimed his name was He Shengguo and admitted to his criminal actions.
On December 20, 2013, the Prosecutorial Authority filed charges against He Shengguo. In court, he openly acknowledged his crimes but insisted that there were reasons behind his actions.
He Shengguo stated that on July 22, he went to the Family Planning Bureau with his household registration book, his child's birth certificate, and his disability certificate to process the paperwork for registering his fourth child. However, due to his failure to pay social maintenance fees in the past, the staff could not issue him the necessary documents.
"It has been seven years of delays; they have no idea of our suffering. They wanted me to pay 80,000 yuan—what for? I was ready to fight them. Later, I said I would chop them up."
Filled with resentment, He Shengguo planned to go to the Family Planning Bureau the next day to attack someone. That night, he sharpened a chopping knife. Early on July 23, He Shengguo rode his motorcycle 20 kilometers to the Family Planning Bureau in Dongxing City, where the bloody incident occurred.
However, He Shengguo's defense attorney argued that he was in a state of mental illness at the time of the incident and was completely unaware of what he was doing. But does having a mental illness serve as a get-out-of-jail-free card?
Ultimately, the Prosecutorial Authority contended that He Shengguo's ability to recount the events in detail indicated that this argument was unfounded. Furthermore, while his disability certificate proved that he had previously suffered from mental illness, it did not demonstrate that he was mentally ill at the time of the crime.
Most importantly, this was evident from He Shengguo's own statements.
This was a premeditated murder case.
On June 19, 2014, He Shengguo was sentenced to death for intentional homicide.
After the trial, his family appealed multiple times, but the Prosecutorial Authority upheld the original verdict and maintained the death sentence.
